Department of Police

September 16, 2015

To Whom It May Concern,

I am recommending that Officer Dan Ruth be considered for Officer of the Year.

Officer Ruth has been a pleasure to work with over the past year. He is always positive and energetic about doing his job and he does it well.

Last year Officer Ruth made 48 drug arrests. Five of those arrests were felonies including a heroin arrest and an arrest for possession with intent to deliver. Many of the arrests Officer Ruth made were from traffic stops. In addition to these arrests he also had 22 license violation, 41 Speeding violations, 93 Seat Belt violations and 7 DUI arrests. He also logged 9 gang contacts.

Officer Ruth prides himself as not only being a traffic officer but also conducts much of his own investigations. He had 10 cases he was able to follow up on, locate an offender and issue 10 arrest warrants. On case #14-61156, Officer Ruth recognized subjects pictured in a Round Lake Beach Critical Reach as being the same offenders from a theft in Gurnee. Upon further investigation, Officer Ruth, with the assistance of Gurnee and Round Lake Beach Investigations, was able to locate the suspects and subsequently get 9 felony charges and recover 75% of the stolen property.

Not only is Officer Ruth very proactive in his law enforcement duties but he is also very involved in the community. Here are some of his highlights;

  Created and presented a PowerPoint on sex offender registration for Neighborhood Watch

  Presented a Booster Seat PowerPoint at Gurnee Park District Open House

  Participated in a charity volleyball tournament with other GPD members benefiting A Safe Place

  Cop on Rooftop @ Dunkin Donuts

  Elected 2nd Vice President of the North Central Region Chapter of the International Association of Auto Theft Investigators (IAATI)

  Participated in Touch A Truck and was able to bring the Batmobile, two heavy duty tow trucks, and a rotating crane

  Started planning and form creation for the first annual Gurnee Police Department Shop with a Cop

  Worked with several officers to provide police gifts, a police and fire parade, and an escort to the toll-way for Make A Wish recipient Jonah Kolesar

  Attended and assisted with 2014 Make A Wish Gala

  Volunteer coach for 1st and 2nd grade hockey players. Canucks were undefeated and finished as league champions.

  Started the Gurnee Police Explorer Program with Officer Lindahl, which consisted of;

o   Created all forms including, the by-laws and rules and regulations for the post

o   Created recruitment forms and recruited at CLC, O'Plaine Campus, and Almond Campus

o   Arranged for an ad to be placed on The Blue Line with Tom Agos

o   Designed police explorer patch

o   Designed police explorer uniform and badge

o   Conducted two orientations with over 40 participants at each one

o   Created and administered a written exam

o   Met with uniform vendors and secured discounted pricing for explorer equipment and uniforms

o   Conducted background and selection of 22 explorers out of over 100 applicants

o   Contacted Illinois State Police and arranged for donation of ballistic vests.

o   Travelled to Illinois State Police Academy to sort through and select 25 vests

o   Worked with Sergeant Gaughan to create the first annual military training weekend for the explorers

o   Began planning a spaghetti dinner as an annual explorer fundraiser

o   Met with Learning For Life personnel for leadership training and explorer insurance and charter

As you can see Officer Ruth is a clear candidate for Officer of the Year.

Respectfully Submitted,
